The Ministry of Tourism has passed a new bill on short-term rentals, which includes significant changes to ensure the quality of hospitality. The new specifications mainly concern properties rented out for short periods and the safety of their tenants. The new regulations are expected to come into force on October 1, 2025.
Specifications for Short-Term Rental Properties
According to the new bill, properties rented for short periods must meet the following basic requirements:
Inspection and Fines Procedure
To ensure compliance with the above specifications, on-site inspections will be carried out by employees of the Ministry of Tourism and possibly by joint teams with the A.A.D.E. The inspection will be carried out at least 10 days before the visit so that the manager can prepare the necessary documents.
In case of violation of the specifications, managers risk an administrative fine of 5,000 euros. If a second violation is detected within a year, the fine is doubled, while for each subsequent violation the fine is increased fourfold.
Innovative Environmental Classification System
The new bill includes an innovative classification system for tourist accommodations, which is based on their environmental performance. This new process will allow hotels and other tourism businesses to be classified based on their environmental compliance.
Simplification of Licensing Procedures
The bill also simplifies the licensing procedures for other tourism businesses, such as car rental agencies, motorcycle rental companies and shipping agencies. The licensing process for these businesses will become more flexible and less bureaucratic.
Strategy for Sustainable Tourism
As the Minister of Tourism emphasized, the government's goal is to strengthen tourism throughout the country and throughout the year. This includes the promotion of mountain tourism, the development of new tourism infrastructure and the strengthening of the sustainable development of the Greek tourism sector.
What's New for Ski Resorts and Recreation Centers
The new legislation provides for the conversion of ski resorts into special tourist infrastructures for twelve-month operation, promoting other recreational activities beyond skiing. The definition of Revitalization Centers is also being adjusted to include wellness services in addition to spa treatments.
With these regulations, the Ministry of Tourism aims to create a sustainable, competitive and high-quality tourist destination, with respect for the environment and the local community.
